Cameron 'must be bolder', says 影をつくる／尾行する貿易（する）長官

A 上級の member of David Cameron's inner circle will today 勧める the Tory leader to be 'bolder' in the 戦う／戦い to 'recivilise' Britain after a １０年間 of 労働支配する.

In a 基本方針 speech, 影をつくる／尾行する貿易（する）長官 Alan Duncan will 警告する that there is a 'turn in the tide' に向かって the Tories, but 'not a flood'.

'We can afford to be braver,' he will say.

Mr Duncan will argue that the greatest problem the 保守的なs need to 演説（する）／住所 is that Britain is '刻々と becoming decivilised'.

公式の／役人統計（学）示唆する Britain is the fattest, most violent nation in the EU, with the most apathetic 投票者s, the worst energy wasters, the highest number of コカイン使用者s and pornography （麻薬）常用者s, the biggest binge drinkers, the fewest 組織／臓器寄贈者s and the worst linguists.

Mr Duncan will 是認する Mr Cameron's 主題 of 'social 責任／義務' overarching all new Tory 政策, but argue: 'We should 行為／法令／行動する now, and we should understand that we can afford to be bolder than we have dared to be for years.

'We must use our new-設立する信用／信任.

'David Cameron has 劇的な decontaminated the 保守的な brand... we have not made any wild 約束s, we have not been 無分別な or deceitful - but there is a かわき for certainty and clarity in the direction we have 始める，決める.'

The 率直に-gay Mr Duncan, who 開始する，打ち上げるd an abortive 企て，努力，提案 for the Tory leadership in 2005 before 支援 Mr Cameron, is on the 自由主義の wing of the 保守党.

But he believes the party must now be tougher on the social 拒絶する／低下する he argues has taken place under the 'decadent' years of 労働支配する.

'We need to recivilise the nation,' he will say in a speech to the 右翼 Centre for 政策熟考する／考慮するs think 戦車／タンク.

Mr Duncan will call for 活動／戦闘 on three 前線s - first, 逆転するing '教育の degradation' to 改善する social mobility, second, 回復するing 当局 to parents and 会・原則s, and lastly, 再構築するing 信用 in politics itself.

Mr Duncan will call for a dose of 'old-fashioned discipline' in the classroom, 特記する／引用するing the example of one failing school which was 首尾よく turned around.

'A 15-year-old was asked why the school after a period of 深い problems had become a success,' he will say.

'The unsettling answer he gave was: "The teachers are no longer 脅すd of us."

'We need to 権力を与える teachers so that they can 発揮する the 支配（する）／統制する that too many parents are unwilling or unable 発揮する.'

He will also say the 'gold 基準' in education has been 平価を切り下げるd, with A-grades 手渡すd out too easily.

Mr Duncan will also argue the Tories must 公約する to end 労働's 'popcorn politics', which has 伴う／関わるd the '審議する／熟考する破壊 of 議会' and 決まりきった仕事 fiddling of 統計（学）.
