Repeat 違反者/犯罪者s 'getting away with 位置/汚点/見つけ出す 罰金s'

執拗な 違反者/犯罪者s are 避けるing getting a 前科 because they are 繰り返して given その場で/直ちに 罰金s, the Police 連合 has 警告するd.

直す/買収する,八百長をするd 刑罰,罰則 notices are ーするつもりであるd to be used for low-level 罪,犯罪, and see 違反者/犯罪者s such as shoplifters を引き渡す an 即座の 罰金 instead of 存在 taken to 法廷,裁判所.

But Police 連合 chairman Jan Berry said that in practice this meant that repeat 違反者/犯罪者s - whose 正規の/正選手 法律-breaking should result in a 法廷,裁判所 外見 - were slipping through the 逮捕する.

In an interview for the programme, broadcast on 無線で通信する 4's Today, Ms Berry said: "An 違反者/犯罪者 can commit a number of offences and receive a 直す/買収する,八百長をするd 刑罰,罰則 notice for every 選び出す/独身 one of them and that would never become (疑いを)晴らす to us because we have no 記録,記録的な/記録する of people who collect 直す/買収する,八百長をするd 刑罰,罰則 notices.

"It cannot be 権利 that a person can commit a number of 犯罪の offences and not be dealt with in a more 厳しい way by taking them to 法廷,裁判所 and giving them the 罰 that they deserve."

The 蓄える/店 chain House of Fraser told the programme that police had used 位置/汚点/見つけ出す 罰金s for 従業員s 設立する to be stealing from their shops - something 普通は regarded as more serious than 万引.

And the programme 特記する/引用するd a 事例/患者 of a barrister who tried to (人命などを)奪う,主張する a refund from a 蓄える/店 for items which had never been paid for and received a 直す/買収する,八百長をするd 刑罰,罰則 notice, when a 告発(する),告訴(する)/料金 of 得るing money by deception may have been more appropriate.

In a 声明, the Home Office told the programme that 直す/買収する,八百長をするd 刑罰,罰則 not ices 供給する "swift and 効果的な 司法(官), 許すing the police to concentrate on more serious, violent 罪,犯罪".

The 大多数 of offences are 記録,記録的な/記録するd on the police 国家の computer, said the Home Office.

Last month, the British 小売 国際借款団/連合 (BRC) said shopkeepers were "本気で 関心d" about 計画(する)s to 延長する その場で/直ちに 罰金s to 含む repeat 違反者/犯罪者s.

Retailers believe 延長するing the use of the 罰金s would その上の dilute 刑罰,罰則s for shop 罪,犯罪, which costs the 産業 £2.1 billion a year, and would give 違反者/犯罪者s the "green light to re-感情を害する/違反する", the BRC said.

BRC director-general Kevin Hawkins said: "The 普通の/平均(する) shoplifter makes off with £149 価値(がある) of goods every time they steal. It is a nonsense to think a repeat 違反者/犯罪者 is going to be put off by an £80 罰金."

The BRC made the comments in 返答 to the Home Office 協議 on 改訂するd 対策 to 取り組む anti-social behaviour.

Mr Hawkins said: "The Home Office 簡単に doesn't understand the nature of the 罪,犯罪. It is not some victimless bit of naughtiness. It has a 重要な human and social cost, leaves shop staff open to 行為/法令/行動するs of 暴力/激しさ and costs retailers more than £2 billion a year."
