Straw - イスラム教徒 women should learn English before they get a ビザ

Asian women should be forbidden to settle in England unless they speak English, Jack Straw has 警告するd.

The Leader of the ありふれたs said that an 移民／移住 支配する 要求するing newly-arrived Asian women to learn English was "one of the things we should be looking at".

The call 急落（する），激減（する）d Mr Straw into a fresh 論争 over his hardening 見解（をとる）s on the need for migrants - and 特に イスラム教徒 migrants - to fit better into society.

Last autumn he 刺激するd 普及した indignation when he 公表する／暴露するd that he asks イスラム教徒 women to 除去する 十分な-直面する 隠すs in 選挙区／有権者 会合s, and later said he would like the 隠す to be abandoned 完全に.

Mr Straw's call for firmer 移民／移住 支配するs is the second hint inside a fortnight from 政府 sources that some form of 圧力 for newcomers to （問題を）取り上げる English is under consideration.

Last month the （売買）手数料，委託（する）／委員会／権限 on 統合，差別撤廃 and Cohesion, the 調査 始める，決める up by Communities 長官 Ruth Kelly to 調査／捜査する the 影響s of 移民／移住 and the spread of Islamic radicalism, said that men or women arriving in Britain as spouses of people already here should be asked to show they have a mastery of the language.

Mr Straw told a 会議／協議会 in his Blackburn 選挙区／有権者: "One of the things we should be looking at is the 支配する of Asian women speaking English and whether we need to engage them and 要求する them to speak English before they are given a 解決／入植地 ビザ."

He also 選び出す／独身d out イスラム教徒s as a group divided from the 残り／休憩（する） of society. "There is a big cultural divide between イスラム教徒s and the 残り／休憩（する） of us, more than say with the Afro-Caribbean community."

A 法律 需要・要求するing that new migrants learn English would fit with the 労働 leadership's new 押し進める for greater 統合，差別撤廃 and its abandonment of the doctrine of multiculturalism, under which different groups were encouraged to 追求する their own separate 開発.

But any 法律s which 選び出す／独身d out women, Asians, or spouses would be 確かな to 落ちる foul of other 労働 法律s, in particular the Human 権利s 行為／法令／行動する which 保護するs the 権利 to family life and to marriage, and which forbids 差別 on grounds of sex, race, 宗教 or language.

Mr Straw's critics said the 政府 should do more to 供給する English teaching for those who speak other languages.

自由主義の 民主党員 peer Lord Greaves said: "You cannot 差別する against people who might speak English before they come to the country.

"What you have to do is make a good 準備／条項 for 解放する／自由な classes in English for anybody who may not have English as a first language and wants to learn."

He 追加するd: "The 政府 are trying to be 権威主義者 while at the same time 制限するing the number of English classes. People who want to live in this country would be happy to learn English if they had the 施設s to do so."

Anjum Anwar of the Lancashire 会議 of イスラム教寺院s said: "Of course Jack wants everyone to learn English but the 政府 is about to 破壊する 基金ing for English classes.

"It's all very 井戸／弁護士席 需要・要求するing something from the public but not supporting them."

Blackburn 地元の 議員 Yusuf Jan-Vermani said: "I support doing something about it because it is important that people can speak the language when they go to the doctor or go shopping.

"There is an 問題／発行する with people coming from India and Pakistan, but we also have 政治家s not speaking English. They all should learn our language before they come."
