Shoplifters will escape 罰 if they 手渡す their 盗品 支援する and say sorry to the 蓄える/店 owner, it has been 明らかにする/漏らすd.

Retailers attacked the 計画(する)s that will also see repeat 違反者/犯罪者s escape with その場で/直ちに 罰金s which do not go on to 前科s.

? Shocking 人物/姿/数字s show 裁判官s are 刑務所,拘置所ing より小数の 犯罪のs

The British 小売 国際借款団/連合, whose members lose almost £800million to 万引 every year, said it was a "licence to walk into shops and take things".

対立 MPs said it was yet another example of 労働's "soft" 態度 to 司法(官), with より小数の and より小数の 違反者/犯罪者s brought before the 法廷,裁判所s to be 適切に punished.

The 陳謝 計画(する) for shop thieves is buried in the Home Office 協議 文書, 強化するing 力/強力にするs to 取り組む Anti-Social Behaviour.

First time 違反者/犯罪者s caught by police or 蓄える/店 探偵,刑事s will escape with a simple 警告 if they say sorry, and return stolen items valued at £200 or いっそう少なく. The worst that would happen is a 記録,記録的な/記録する of the ticking-off would be kept at the 地元の police 駅/配置する.

But police, who would 監督する the 陳謝, could then class the 罪,犯罪 as 存在 solved.

If they were caught 万引 a second-time, the 違反者/犯罪者 would still not get a 前科. Instead, they would receive a 直す/買収する,八百長をするd-刑罰,罰則 notice 価値(がある) £80.

The BRC has attacked the 提案 in its 返答 to Home 長官 John Reid.

Director General Kevin Hawkins said: "The 普通の/平均(する) shoplifter makes off with £149 価値(がある) of goods every time they steal.

It is a nonsense to think a repeat 違反者/犯罪者 is going to be put off by an £80 罰金. And what 肉親,親類d of message does it send to a first time 違反者/犯罪者 if all they have to do is say a quick "sorry" before 長,率いるing off home?"

詳細(に述べる)s of the 罰金s do not have to be put の上に the police 国家の computer.

The Police 連合 says this means people can 感情を害する/違反する 繰り返して without 直面するing 法廷,裁判所 活動/戦闘.

連合 chairman Jan Berry said: "Someone could get caught 万引 in different towns, receiving 位置/汚点/見つけ出す 罰金s, and nobody would know."

影をつくる/尾行する Home 長官, David Davis, said: "This is a direct result of 労働 効果的に decriminalising many serious 罪,犯罪s. It is an 絶対の 侮辱 that so many of them are getting away with the 同等(の) of a parking ticket instead of 直面するing proper 司法(官).

"This 完全に 土台を崩すs (人命などを)奪う,主張するs by 労働 to be 堅い on 罪,犯罪, 堅い on the 原因(となる)s of 罪,犯罪."

人物/姿/数字s show that in 2004, when その場で/直ちに 罰金s were introduced, only 2,072 were 問題/発行するd for shop 窃盗s under £200.

In 2005 that leapt more than ten-倍の to 21,997 and in the first six months of last year - the most 最近の period for which 人物/姿/数字s are 利用できる - the number was 16,807, 示唆するing the 年次の total will reach more than 30,000.

A Home Office 広報担当者 said: "刑罰,罰則 notices for disorder 供給する swift and 効果的な 司法(官), 許すing police to concentrate on more serious violent 罪,犯罪. We believe it is appropriate to を取り引きする simple, straightforward 事例/患者s in this 誘発する way.

"The 大多数 of such offences are 記録,記録的な/記録するd by the police, 許すing them to 株 (警察などへの)密告,告訴(状) where appropriate and 妨げる repeat 違反者/犯罪者s 存在 given repeat 刑罰,罰則 notices."
