Shoplifters will be let off if they say sorry

Shoplifters will escape 罰 if they 手渡す their 盗品支援する and say sorry to the 蓄える／店 owner, it has been 明らかにする／漏らすd.

The British 小売国際借款団／連合, whose members lose almost ￡800million to 万引 every year, said it was a "licence to walk into shops and take things".

対立 MPs said it was yet another example of 労働's "soft" 態度 to 司法（官）, with より小数の and より小数の違反者／犯罪者s brought before the 法廷，裁判所s to be 適切に punished.

First time 違反者／犯罪者s caught by police or 蓄える／店探偵，刑事s will escape with a simple 警告 if they say sorry, and return stolen items valued at ￡200 or いっそう少なく. The worst that would happen is a 記録，記録的な／記録する of the ticking-off would be kept at the 地元の police 駅／配置する.

But police, who would 監督する the 陳謝, could then class the 罪，犯罪 as 存在 solved.

If they were caught 万引 a second-time, the 違反者／犯罪者 would still not get a 前科. Instead, they would receive a 直す／買収する，八百長をするd-刑罰，罰則 notice 価値（がある）￡80.

The BRC has attacked the 提案 in its 返答 to Home 長官 John Reid.

Director General Kevin Hawkins said: "The 普通の／平均（する） shoplifter makes off with ￡149 価値（がある） of goods every time they steal.

It is a nonsense to think a repeat 違反者／犯罪者 is going to be put off by an ￡80 罰金. And what 肉親，親類d of message does it send to a first time 違反者／犯罪者 if all they have to do is say a quick "sorry" before 長，率いるing off home?"

In 2005 that leapt more than ten-倍の to 21,997 and in the first six months of last year - the most 最近の period for which 人物／姿／数字s are 利用できる - the number was 16,807, 示唆するing the 年次の total will reach more than 30,000.
