中国 has 約束d to better 支配（する）／統制する 放出／発行s of 温室 gases, 明かすing a new 国家の program to 戦闘 全世界の warming, but 拒絶するd 義務的な caps on 放出／発行s as 不公平な to countries still trying to catch up with the developed West.
