Tories 'binge drinking 税金' to 追加する 7p on a pint

A 'binge-drinking 税金' that would raise up to £1.4billion a year will be 提案するd by the Tories this week to fight the growing problems of alcohol and 麻薬 乱用.

But it is ありそうもない to raise 元気づけるs from drinkers who would 直面する an 増加する of around 7p on the price of a pint of beer, 20p on a 瓶/封じ込める of ワイン and 70p on a 瓶/封じ込める of whisky.

The 提案 is 含む/封じ込めるd in a 200,000-word 報告(する)/憶測 (売買)手数料,委託(する)/委員会/権限d by Tory leader David Cameron and written by one of his 前任者s, Iain Duncan Smith.

The party's Social 司法(官) 政策 Group, 議長,司会を務めるd by Mr Duncan Smith, says a 'binge 税金' is 決定的な to 改善する the health of the nation - and it would be affordable because it would do no more than 回復する alcohol prices to their 1990s level in real 条件.

The cost of alcohol compared to incomes has halved in the past 40 years while 普通の/平均(する) 消費 has 増加するd 劇的な, 選挙運動者s 追加する.

The 税金 would 基金 the building of new 治療 centres for アル中患者s and 麻薬 (麻薬)常用者s.

And the higher price of alcohol could be 推定する/予想するd to 原因(となる) a 落ちる in 消費.

Mr Cameron and Mr Duncan Smith are to 開始する,打ち上げる the 報告(する)/憶測 - which says that social 決裂/故障 under 労働 is costing Britain more than £100billion a year - on Tuesday.

Asked if Mr Cameron would introduce a 'binge-drinking 税金' if he became 総理大臣, a 広報担当者 said: "We support the general thrust of the 報告(する)/憶測, though we are not committed to introducing all the 推薦s."

Two million Britons have a drink problem and 327,000 are 麻薬中毒の on hard 麻薬s, say health 専門家s.

Mr Duncan Smith says the downgrading of cannabis to a Class C 麻薬 was a mistake and it should be 回復するd to a Class B 麻薬, with tougher 刑罰,罰則s for using it.

His 報告(する)/憶測 says the practice of 扱う/治療するing (麻薬)常用者s with '恐らく いっそう少なく harmful 実体s' such as methadone, should be stopped. Instead, (麻薬)常用者s should be guided to 回復 by a 政策 of abstinence.
