Iraqi sex 違反者／犯罪者 escaped 国外追放 to 強姦 student

A 罪人／有罪を宣告するd Iraqi sex 違反者／犯罪者 who escaped 国外追放 （人命などを）奪う，主張するing his 母国 was too violent 残酷に 強姦d a young student four months later, a 法廷，裁判所 has heard.

Kurd Ramzi Borkan had already been 刑務所，拘置所d for first groping a 14-year-old schoolgirl, and then 拘留するing a former lover and her new boyfriend in a fit of jealousy.

In a sequence of events that ended with what the 裁判官 branded as his "mind-boggling" 解放（する）, the 36-year-old was transferred to a mental hospital half-way through his 24-month 宣告，判決 課すd for the later offence before 存在 sent to a 国外追放 centre.

London's Blackfriars 栄冠を与える 法廷，裁判所 was told he then 首尾よく 控訴，上告d against the Home Office's 決定／判定勝ち（する） to return him to war-torn Iraq arguing it would "（規則などを）破る／侵害する his human 権利s".

In August last year Baghdad-born Borkan was 許すd to walk the 資本／首都's streets once more, albeit under a "care in the community" 政権.

Last December he decided to 強姦 a woman and went 追跡（する）ing.

He strolled into the Japanese Centre in London's Piccadilly, saw a 21-year-old Japanese student 熟考する／考慮するing the accommodation board and told her he had a room to let.

The 被告 納得させるd her to return his flat in Ladbroke Grove, west London, where he attacked her.

During the "terrifying" ordeal which lasted several hours, he 支配するd her to さまざまな 性の 侮辱／冷遇s before twice 強姦ing her.

He even filmed part of the attack on his 動きやすい phone, かもしれない as "some sort of memento or トロフィー of the occasion".

Borkan, who 認める two counts of 強姦, 繰り返して shouted from the ドッキングする／減らす／ドックに入れる as 裁判官 David Martineau 刑務所，拘置所d him for eight years and told him: "This was in my 見解（をとる） a fully pre-meditated offence, just like the attack on the 14-year-old.

"There were two 強姦s and that is a 本気で 悪化させるing feature of this 出来事/事件. You 支配するd this young woman to a painful and humiliating 性の 侮辱／冷遇...and you kept her against her will in that flat for several hours.

"I regard you as 提起する／ポーズをとるing a 重要な 危険 of serious 害（を与える） to young women. There must be therefore a 宣告，判決 of 監禁，拘置 for public 保護."

取引，協定ing with the question of 国外追放, the 裁判官 said "the mind boggles" when considering the 推論する／理由 he escaped 存在 kicked out of Britain.

"I know you were born in Baghdad, but why can't you be 国外追放するd to the Kurdish area in northern Iraq which I understand does not have the sort of 暴力／激しさ that is 設立する in the 残り／休憩（する） of the country."

He 追加するd that, in any event, he would still be recommending his 国外追放 に引き続いて his 最新の 宣告，判決. In 新規加入, he would have to 登録（する） as a sex 違反者／犯罪者 for life.

The 法廷，裁判所 heard Borkan first （機の）カム to Britain on a 偽の Indian パスポート in 1992.

Five years later, he attacked the 14-year-old, who was taking part in a 居住の school course at 皇室の College, London.

He managed to get into a hall of 住居 unchallenged and 設立する her in a kitchen.

He was later 刑務所，拘置所d for four months and put on the sex 違反者／犯罪者s' 登録（する） for seven years.

In 1997 he spotted a former lover and her new partner leaving a nightclub. He followed them to her flat, broke in, 脅すd them with a knife and, while keeping them 囚人 for several hours, attacked the boyfriend.

This time he was 刑務所，拘置所d for two years for 誤った 監禁，拘置 and actual bodily 害（を与える） and recommended for 国外追放.

Twelve months into his 宣告，判決 he was 認める to a mental hospital. His 移転 to an 移民／移住 centre to を待つ 国外追放, 控訴，上告 and 解放（する） followed.

取引，協定ing with the 強姦, Tom Wilkins, 起訴するing, said Borkan began to show his true colours after 招待するing his 犠牲者 支援する to his flat and cooking her a meal.

He told her he 手配中の，お尋ね者 her to live with him, 繰り返して 辞退するd to let her leave, and then ordered her to （土地などの）細長い一片 before 軍隊ing her into the bathroom.

There he shaved her genital area, washed her and then dragged her 支援する to the bedroom wher e she was 強姦d.

Mr Wilkins said once he had finished and fallen asleep, the distraught woman 静かに gathered her 着せる／賦与するs and other 所持品 and fled.

Borkan was 逮捕（する）d at his flat a few hours later.
