A 旗艦 car-株ing 小道/航路 on the M1 is to be scrapped because of safety 恐れるs before it even opens, it has been 明らかにする/漏らすd.

The High Occupancy 乗り物 小道/航路 was to have been used by 運転者s carrying at least one 乗客.

The 小道/航路 - the first in Britain - would have 占領するd the outside of the M1 between St Albans and Luton.

The motorway is 存在 resurfaced and 広げるd from three 小道/航路s to four each way to make room for the HOV 小道/航路 and 改善する flow.

The showpiece 政府 計画/陰謀 was meant to encourage car 株ing and let 多重の-occupancy cars 速度(を上げる) past slower ones. It was to open in December this year.

But にもかかわらず 存在 ひどく 支持する/優勝者d by 大臣s as a 解答 to congestion it has been 静かに scrapped.

It has 報道によれば been 支配するd out as impractical and dangerous by the 政府's own 助言者s.

A 熟考する/考慮する has 警告するd it would make 運転者s 衝突,墜落 as they swerved around slow-moving drivers on the road ahead. It also said the 計画/陰謀 was 事実上 impossible to police.

The death knell was sounded in a 実現可能 熟考する/考慮する - put on the internet by 輸送(する) 長官 Ruth Kelly as she 発表するd her 詳細な計画 for a 網状組織 of (死傷者)数 and c ar-株 小道/航路s this week.

It 警告するd that if the HOV 小道/航路 was in the outside 小道/航路 of the motorway it would 誘発する/引き起こす 衝突,墜落s as drivers - 失望させるd by slow-moving cars ahead - swerved into inside 小道/航路s to "請け負う".

It also said there were no 避難 areas next to the outside 小道/航路 for broken-負かす/撃墜する 乗り物s.

Moving the 計画/陰謀 to the inside 小道/航路 was dangerous too - it would 軍隊 drivers to 削減(する) across the HOV 小道/航路 to leave the motorway.

The 熟考する/考慮する 警告するd there were "限られた/立憲的な 適切な時期s" for HOV 小道/航路s どこかよそで. It said there were 現在/一般に no cameras 利用できる to 施行する the 計画/陰謀 which would rely 完全に on the police.

But it would be dangerous for police to stop lawbreaking drivers in the outside 小道/航路.

Edmund King, AA 大統領,/社長, said: "This 提案 was the most important and 過激な car-株 小道/航路 planned by the 政府 - it was their 旗艦. Now it's been 支配するd 全く impractical and 危険な.

"These are problems already 井戸/弁護士席 known in the US where they call it the 'snail 影響' - drivers sitting in their 好転 トラックで運ぶs at slow 速度(を上げる) in the HOV 小道/航路 and 持つ/拘留するing everyone else up."

The AA said the only 解答 was to build a second HOV 小道/航路 for 請け負うing but that this was prohibitively expensive.

The Department for 輸送(する) 確認するd that the M1 HOV 小道/航路 had been scrapped. It was "not the 権利 解答 for this particular 場所".

The M1 would now have variable 速度(を上げる) 支配(する)/統制するs 類似の to those on the M25 to "maximise traffic flows and 改善する safety" instead.
