In 2014 Daniel Peat was 刑務所,拘置所d for 16 months over a £120,000 税金 詐欺. He and an 共犯者 認める 試みる/企てるing to 誤って (人命などを)奪う,主張する more than £200,000 in 税金 rebates.

Derby 栄冠を与える 法廷,裁判所 had prev iously heard that Mr Peat was the instigator and received £78,000 from the scam.

Amber's 団体/死体 was discovered in June 2015, three days after she walked out of the home in Mansfield that she 株d with mother Kelly, stepfather Danny, and two y ounger siblings.

The 検死 into her death, which is 存在 held in Nottingham, has earlier been told her parents waited almost eight hours before they finally 報告(する)/憶測d her 行方不明の in the 早期に hours of the morning.

Ms Bower was told two calls were made from Queen Elizabeth School in Mansfield, which Amber …に出席するd at the time of her death, to MASH before the 悲劇 ? one in September 2014, and another six months later.

Both times a 労働者 took (警察などへの)密告,告訴(状) from the 報知係s ? one of whom was a 重要な 労働者 at the school and the other its 副/悪徳行為 主要な/長/主犯 - and 手渡すd it on to a qualified social 労働者.

But the 検死 was told the 事例/患者 didn't pass a 'threshold' that would have 誘発する/引き起こすd statutory social services 介入.

On the second occasion the 報知係 from the school was told to go 支援する to Amber's parents and 'discuss' the (人命などを)奪う,主張するs she had made without any 証拠 the 可能性のある 衝撃 on her of doing so had been 査定する/(税金などを)課すd ? something Ms Bower said 'shocked' her.

The 検死官 told MASH group 経営者/支配人 Teresa Godfrey: 'In the world of 保護(する)/緊急輸入制限ing there should have been an explicit conversation about 危険.'

The first call to the 保護(する)/緊急輸入制限ing 部隊 was made by Queen Elizabeth 副/悪徳行為 主要な/長/主犯 Karen Green.

But MASH officer Elizabeth Fisher, who took the call, said the (警察などへの)密告,告訴(状) 供給するd was '限られた/立憲的な' and 'without 状況' ? and didn't 満足させる the 基準 for a 十分な social services referral. Instead, the school was advised to carry out an '早期に Help' 査定/評価 ? something it 最終的に didn't do.

However, Mrs Fisher did 受託する a suggestion from Ms Bower that she could have asked more questions and 'dug a little deeper' to 伸び(る) a wider picture of the 状況/情勢. She said 証拠 she had heard during the 検死 about Amber while sat in the public gallery had left her 'shocked'.

A second call was made to the MASH team in March 2015, two months before Amber's death, by her school 重要な 労働者 Sharon Clay.

She 報告(する)/憶測d 関心s over Amber wearing ill-fitting tracksuit 底(に届く)s to school, which the 検死 has 以前 heard she was made to do by Mr Peat after failing to put her normal trousers in the wash, and bringing her items in a cheap plastic 捕らえる、獲得する.

Ms Clay 追加するd that she thought Amber was 存在 'emotionally 乱用d' by her stepdad, who had also ordered her to wash the 床に打ち倒すs at 11.30pm at night.

However, the 関心s again weren't enough to 長所 the 関与 of social services.

MASH 労働者 Joanna Shepherd, who took the call, said 'you would need more 出来事/事件s over a period of time' ? 追加するing she was not aware at the time of the 'bigger picture' surrounding Amber.

The 検死 heard Mrs Shepherd had no knowledge of the earlier call. She told the 審理,公聴会 she could have asked for more 詳細(に述べる)s ? but would have 推定する/予想するd the 報知係 to give a '十分な picture'.

After getting the advice of a social 労働者, Mrs Shepherd told Ms Clay the school should go 支援する and discuss the 事柄 with Amber's mum.

But Ms Bower asked if any thought had been given to the 衝撃 it could have on Amber if the 公表,暴露s she'd made to her teacher were passed 支援する to her parents, 追加するing: 'As we discuss this now, do you see the 関心s I am raising?'

M rs Shepherd replied: 'Yes. But I could not question the social 労働者 on that.'

The 審理,公聴会 was told that since Amber's death 手続きs had been put in place, 含むing better 記録,記録的な/記録するing systems, that 目的(とする)d to gather and collate (警察などへの)密告,告訴(状) better.
