Second steppers 'forgotten': How tighter mortgage 支配するs and house prices stop homemovers 貿易(する)ing up

It is mortgaged homemovers who have been 攻撃する,衝突する the hardest, the 研究 示唆するs, with 3.1million より小数の 処理/取引s than 推定する/予想するd since August 2007 when the 財政上の 危機 took 持つ/拘留する.

Mr Cook explained: 'Second steppers have not been able t o move 予定 to the 強制s of new mortgage 規則 and they have not seen the accumulation of a deposit through the growth in house prices.
'We have seen this in homemovers deciding to stay put and 改善する their homes instead.'
By contrast, first-time 買い手s have been 申し込む/申し出d '激しい 援助' from the Bank of Mum and Dad and 政府 政策s, Mr Cook said.
The Help to Buy 計画/陰謀 helps those with a small deposit of as little as 5 per cent, 申し込む/申し出ing an 利益/興味-解放する/自由な 貸付金 of up to 20 per cent - or 40 per cent of the value of a 所有物/資産/財産 if it is in London.
The Starter Home 率先 is 目的(とする)d at 申し込む/申し出ing homes with a 20 per cent 割引 to first-time 買い手s under 40.
David Hollingworth, of mortgage 仲買人s London & Country, said: 'It depends on what part of the country they're in, but it has been 堅い for many second steppers. It also comes 負かす/撃墜する to タイミング and when they tried to get into the market.'?
