STEPHEN GLOVER: Rishi Sunak is talking more robustly about migrants than ever before, while Keir Starmer just bellyaches. But now the PM HAS to 配達する on his 約束s

Will Rishi Sunak have had his knuckles rapped by his wife, Akshata, on his return from a 会議/協議会 in Rome?

Yesterday's papers were 十分な of pictures of Rishi kissing ― or 存在 kissed by ― the Italian 首相, Giorgia Meloni, and of the two embracing with a degree of enthusiasm seldom, if ever, seen between 国家の leaders.

In contrast to the migrants the 政府 dreams of 派遣(する)ing to Rwanda, Meloni's won't stay long in Albania as they won't be 申し込む/申し出d the 選択 of settling there. They will either be 認めるd 亡命 and return to Italy or be 国外追放するd. Ms Meloni has ― alone の中で Western leaders ― commended the British 計画/陰謀.

Incidentally, we can be sure that two people 特に upset by the Sunak/Meloni love-in will be Ursula 出身の der Leyen, 大統領 of the European (売買)手数料,委託(する)/委員会/権限, and 大統領 Macron of フラン. に引き続いて the bitterness of Brexit, EU doctrine abhors the rapturous embrace of any British Tory leader.

How did Rishi do? Having been 賞賛するd to the skies by Meloni, and 直面するing an enthusiastic audience, he let his hair 負かす/撃墜する. In fact, at times he sounded like the outspoken Suella Braverman, whom he 除去するd from the Home Office last month.

His 警告 that Britain 直面するs 存在 '圧倒するd' by 違法な 移住 解任するd Mrs Braverman's phrase 'the ハリケーン of 集まり 移住', which she used at the Tory Party 会議/協議会 in October. Mr Sunak was 明らかに thinking about 違法な 移住, 反して Suella was seemingly talking about both the 合法的な and 違法な sort.

But it is difficult, if not 前向きに/確かに idiotic, to 告発する/非難する either Mr Sunak or Mrs Braverman of 存在 人種差別主義者. As the children of 移民,移住(する)s, they're 明白に not anti-移民,移住(する). They just want the flow of people into this country to be 適切に 規制するd.

And here we come to the nub of Rishi's challenge. In Italy, at the 週末, he 始める,決める out his 立ち往生させる on 移民/移住 more robustly than ever before. He did so, at least in part, because he believes that on this 問題/発行する he can create (疑いを)晴らす blue water between the Tories and 労働.

The PM knows that, for all Sir Keir Starmer's sniping over the 政府's Rwanda 政策, the 労働 leader hasn't come up with a 選び出す/独身 persuasive 政策 for 減ずるing 違法な 移住 ― or 合法的な, come to that, which, as I never tire of pointing out, was about 16 times greater last year.

労働 hasn't got a 計画(する). It 簡単に bellyaches. We know that many 投票者s, perhaps 特に in the Red 塀で囲む, are 関心d about uncontrolled 移民/移住. If Mr Sunak can get over the idea that this is an area where the Tories should be 信用d more than 労働 ― 井戸/弁護士席, he could help 刺激(する) a 保守的な resurgence.?

There's one problem with this 戦略, though, which is that 移民/移住 has 急に上がるd to 記録,記録的な/記録する levels under this 政府. It's going to be hard to 納得させる the 選挙民 that the Tories suddenly deserve to be 信用d.

But it might still be possible. As far as 合法的な 移民/移住 is 関心d, the 政府 hurriedly 発表するd a host of 対策 two weeks ago which it (人命などを)奪う,主張するs will 減ずる last year's highest ever 逮捕する 移民/移住 人物/姿/数字 of 745,000 by some 300,000.

Whether this is enough is 高度に 疑わしい since 合法的な 移民/移住 would still be far greater than it was before Brexit. It's a start, though, and by the time of the 選挙 (which I'm assuming will take place next autumn) 投票者s may see conclusive proof that the 政府 has finally got a 支配する.

違法な 移住 代表するs a bigger problem. It shouldn't do, because it is so much smaller, but the 総理大臣 has made stopping the small boats one of his five 誓約(する)s. And I think many people feel 特に 演習d by it because it seems to them so 不公平な.?

It's true that the number of people crossing the Channel has fallen by about a third this year compared to last, 大部分は because the 政府 has made an 協定 with Albania. As a result, migrants from that country, who at one time in 2022 were accounting for almost 40 per cent of the total, have dwindled to almost nothing.

If Mr Sunak can go the 投票s having その上の 減ずるd the number of 違法な migrants, he would have a good story to tell. But will he? The worry is that, even if the Rwanda 法案 gets through 議会, the numbers 存在 sent to that country will be so small as to make little discernible difference.

Moreover, it remains possible that the Rwanda 法案 won't become 法律 or, even if it does, will be 支配する to 合法的な challenges that will have the 影響 of 延期するing any flights to central Africa beyond the 選挙. In such an event, all Rishi's 約束s would come to nought.

Even one flight to Rwanda might have a 有益な 影響 ― I 受託する that. But t he danger for the 総理大臣 is that he'll be seen to be all talk and no 活動/戦闘. Whatever happens, he mustn't 火刑/賭ける everything on his Rwanda 計画/陰謀.

存在 lionised in Rome by Giorgia Meloni and her 支持者s must have been a very pleasurable experience. But Rishi won't be 高く評価する/(相場などが)上がるd by British 投票者s unless he 配達するs.
