A furious leaseholder has (人命などを)奪う,主張するd he is unable to sell his home because his developer failed to 除去する 違法な cladding on a 巨大(な) 封鎖する of flats before 急落(する),激減(する)ing into 行政.

Geoff Radcliffe, 58, owns one of the 132 flats at the Wharfside 開発 in Wigan, Greater Manchester, where leaseholders say they are now 罠にかける with their 所有物/資産/財産s after 住宅 巨大(な) Stewart Milne Homes went 破産した/(警察が)手入れする in January.

Stewart Milne, which 契約s 管理/経営 company Contour to look after the 場所/位置, is 合法的に 責任がある 直す/買収する,八百長をするing all life-脅すing 解雇する/砲火/射撃 safety defects in the homes - but innocent leaseholders have been left unable to sell, while their home 保険 and 管理/経営 料金s have 急に上がるd out of 支配(する)/統制する.

選挙運動者s say it is '簡単に 容認できない' that this is still going on nearly seven years after the Grenfell Tower 解雇する/砲火/射撃 in west London, where 高度に-flammable ACM cladding 原因(となる)d the horrific 炎 that killed 72 people.

There was also a serious 解雇する/砲火/射撃 at the Wharfside 開発 in 2015, which 損失d dozens of flats but fortunately no one was 負傷させるd.

This is the 最新の example of homeowners fighting against developers まっただ中に the shocking cladding スキャンダル in Britain.?

The 崩壊(する) of Stewart Milne Homes followed by Manchester-based Stewart Milne Homes Northwest England (開発s) has left families across the country f エースing 抱擁する 不確定 over their homes.

Leaseholders at the Wharfside 開発 in Wigan say they ar e now 罠にかける with their 所有物/資産/財産s after 住宅 巨大(な) Stewart Milne Homes went 破産した/(警察が)手入れする in January

Mr Radcliffe, a leaseholder who bought one of the first-ever 所有物/資産/財産s at Wharfside in 2007, told MailOnline: 'It's 極端に stressful. It's certainly 影響する/感情d my mental health. The 財政上の consequences are just 脅すing.'

にもかかわらず the Building Safety 行為/法令/行動する coming in from June 2022, the leaseholders were only able to make 接触する with Stewart Milne Homes in October 2023 before finally 存在 現在のd with cladding 計画(する)s last December. The 住宅 会社/堅い went 破産した/(警察が)手入れする a month later.

Mr Radcliffe, an engineer, continued: 'The fact that we were so 近づく to getting the cladding 修理d and then with Stewart Milne go into 行政, the whole thing has ground to a 停止(させる). It's going to be a 最小限 of three years before we make any 進歩.'

Mr Radcliffe, who bought his home for £142,000, said he is 罠にかける now, explaining: 'We've got mortgages on these 所有物/資産/財産s and we are just stuck. I was one of the first ones to buy. I'd be lucky if I got £40,000 for it now.'

He 追加するd: 'You can't raise a mortgage against them because of the 解雇する/砲火/射撃 safety 問題/発行する. The cladding needs 訂正するing before people can buy, unless they are cash 買い手s.

'We are stuck in a rut, 支払う/賃金ing very high service 告発(する),告訴(する)/料金s. The 広大な 大多数 of the service 告発(する),告訴(する)/料金 relates to 保険.'

Mr Radcliffe continued: '保険 has gone up probably 3,500 per cent, 天文学の levels. There is nothing we can do about that, we have to 支払う/賃金 it. On 最高の,を越す of the other service 告発(する),告訴(する)/料金 elements.

'The rents are very 競争の激しい but when you 追加する it all up, as a leaseholder who lets my 所有物/資産/財産, I am running at a loss of about £5,000-a-year because of 保険 costs and other 解雇する/砲火/射撃 safety-関係のある 問題/発行するs and repa irs.'

When asked about the dangers of dodgy cladding, he said: 'There are 132 apartments, probably with an 普通の/平均(する) occupancy of two to three, so you've got all those lives 潜在的に at 危険. There already was a 解雇する/砲火/射撃, fortunately someone was 傷つける, everyone escaped.'

Mr Radcliffe also said there were months that went by where 居住(者)s were '苦しめるd' by 誤った 解雇する/砲火/射撃 alarms going off 24/7 because the wrong type of sensors were 任命する/導入するd.

'There is a decent alarm system in now but we've had so many 誤った alarms, we may 結局最後にはーなる in a 状況/情勢 where there is a 本物の 解雇する/砲火/射撃 and people don't 答える/応じる to the alarm. The 管理/経営 company [Contour] washed their 手渡すs of it,' he 追加するd.

Stewart Milne, which contracts management company Contour to look after the site, is legally responsible for fixing all life-threatening fire safety defects in the homes

Stewart Milne, which 契約s 管理/経営 company Contour to look after the 場所/位置, is 合法的に 責任がある 直す/買収する,八百長をするing all life-脅すing 解雇する/砲火/射撃 safety defects in the homes

Mr Radcliffe said that around two years ago they had correspondence from the managing company to say the leaseholders were 責任がある the 'costs of the compartmentation which was incorrect.

He said when he 接触するd the Department for Levelling, they 確認するd it was 'erroneous and wrong'.

He continued: 'We have nowhere to go, there is no 指導/手引. There isn't a flow chart which says if this happens go this way or if this happens go this way, there's no (疑いを)晴らす 大勝する. We've just 攻撃する,衝突する a dead end and we are just sitting here.

'We are waiting for the freehold to be sold but whoever buys the freehold will be 責任がある 取って代わるing the cladding. If the freehold isn't sold, I don't know what happens.'

Since Stewart Milne went 破産した/(警察が)手入れする, the 開発 is now in the 手渡すs of the 行政官/管理者s, Teneo.

The leaseholders had a minor victory when it was decided that they would take over the 権利 to manage from June 1, at which point they will be able to 任命する 請負業者s to carry out general 維持/整備 and 修理s on the building.

Mr Radcliffe said lessons have not been learned from the previous 解雇する/砲火/射撃 at the 開発 and the Grenfell 炎.

He explained: 'The Building Safety 行為/法令/行動する, we thought that was fantastic when it (機の)カム out, we thought at last some ありふれた sense but it just seems like it's a red herring because no one is willing to take any 責任/義務.

'We weren't 責任がある specking this cladding, we didn't 調印する off on any of the specifications. We entered into 契約, we bought in good 約束.

'The 地元の 当局 singed off on the 解雇する/砲火/射撃 safety element of it, but they have 肉親,親類d of a 限られた/立憲的な 責任/義務, so this comes 負かす/撃墜する to the developer, the architects and the designers.'

The leaseholders say they will have to 基金 the 除去 of the cladding, which they (人命などを)奪う,主張する is also creating 漏れるs in the rundown 開発 because it '罠(にかける)s water'.

Mr Radcliffe 追加するd: 'So what we need to do when we take over the 権利 to manage is we have to 基金 除去 of the cladding, 修理 of the 漏れるs, 交替/補充 of the very same cladding. It's just nuts.

'We will 任命する 請負業者s to carry out general 維持/整備 and 修理s on the building. It's coming out of service 告発(する),告訴(する)/料金s, but at least we will be able to 支配(する)/統制する our service 告発(する),告訴(する)/料金s.'

Mr Radcliffe says leaseholders were 'sold a dream' when they bought into the regeneration 事業/計画(する), 追加するing: 'It's just been grossly mismanaged.

The 崩壊(する) of Stewart Milne Homes has left families across the country 直面するing 抱擁する 不確定 over their homes

He said he was proud to put money into a regeneration of the town he's from and hoped to see the 所有物/資産/財産 増加する in value before selling to help 上げる his 年金.

A second leaseholder, John Mullany, 73, said he was desperate for the cladding 問題/発行する to be 直す/買収する,八百長をするd.

The former company director, who bought his 所有物/資産/財産 at the 開発 two years ago with his wife Hilary, 追加するd: 'That has to be 優先 number one.

'There was a 会合 to 現在の a 範囲 of cladding to the leaseholders to say this is what we are thinking of doing and coming up with the cost of it and whether we would have had to put more money in it.

'Stewart Milne was at this 会合, this was only a couple months before we 設立する out they were going 破産者/倒産した. It was a nice 招待, 'we are 持つ/拘留するing it here, there will be food, come along, you can talk to 管理/経営 company Contour, you can talk to Stewart Milne as the 所有物/資産/財産 owner'. That sounded 広大な/多数の/重要な.'

Mr Mullany said that while there were even pictures of the cladding they were going to use, 'nothing (機の)カム about'.

He 追加するd: 'Contour keep 説 we want to get 一連の会議、交渉/完成する to claddi ng the building, but that would not happen if we carried on with them. It's just 失望させるing.

'The whole thing has been very 不正に 扱うd from the day we bought this place and one of the 推論する/理由s we bought it, we got it at a very good price at £78,000 two years ago, we had to make a cash 支払い(額).

'We know when they were built, you were talking in 2008 they were £140,000.

'The problem is because the cladding hasn't been done, lots of people 手配中の,お尋ね者 to buy them at that price but they can't raise a mortgage because no one will lend money on it because of the 可能性のある of a 解雇する/砲火/射撃.'

Keta Babajana (pictured), who has two young children, eight and six, said the 欠如(する) of cladding and constant 解雇する/砲火/射撃 alarms going off was very 関心ing

When asked if leaseholders will have to 支払う/賃金 for the cladding, he said: 'I don't know, that's the problem. There's supposed to be a safety 基金 put away for major 支出. The money for the cladding has built up over years, but because they 港/避難所't done anything about it - then god knows if there's any money? So they could come 支援する and say the leaseholders are going to have to 支払う/賃金.

'If that's the 事例/患者, then I honestly don't think there would be enough money.'

He 追加するd: 'The 保険 政策 for last year, the whole of the year, was just over £9,000 for the 封鎖する. This year I think it's £280,000, something like that. A lot of that is because of the cladding.

'保険 companies say 'yeah we will insure you'. But you're culpable for the first £10,000 so if you need to put a (人命などを)奪う,主張する in on the building, the first £10,000 is 負かす/撃墜する to the leaseholder, so in other words you are not insured.'

A third leaseholder, Carole Anderton, who has had her Wharfside flat for nine years, told MailOnline: 'The 問題/発行する with the cladding is getting beyond a joke, no one at Contour or Stewart Milne seems to want to know or try to get it 取って代わるd. This is 存在 made worse by Stewart Milne going into liquidation.

'This means that our service 告発(する),告訴(する)/料金 has gone through the roof because of the extra building 保険 and some leaseholders are finding it difficult to make ends 会合,会う and also they are unable to sell the 所有物/資産/財産 because of the cladding and no bank or building society will lend anyone any money for a mortgage.

'In the nine years that I have owned the 所有物/資産/財産 the 条件 of the building has 本気で 悪化するd and it will cost a fortune to get it up to at least a reasonable 基準 and many leaseholders cannot afford to 与える/捧げる.'

A fourth leaseholder, Toma Kuckaite, who has owned his Wharfside flat since 2018, told MailOnline: 'We are very unlucky to live in a building with a cladding 問題/発行する… I would like to sell and get a house. However, I have 投資するd in decoration of the apartment. The price I could get is 極端に low.'

The 32-year-old, who 作品 in electronics, 追加するd: 'I believe that Wharfside apartment is in a 広大な/多数の/重要な 場所 and if nicely decorated is a very good 選択 特に for people that work or 熟考する/考慮する in Manchester or Liverpool. Unfortunately, the cladding 問題/発行する and poor 管理/経営 is stopping me from selling it.'

And a fifth leaseholder, Kathryn, who has owned her Wharfside apartment for 10 years, told MailOnline: 'I bought the apartment in good 約束, unaware of cladding 問題/発行するs and other remediation 作品 that would be 要求するd.

'Myself and other leaseholders have been let 負かす/撃墜する by the freeholder Stewart Milne, Contour, the 地元の 会議 and wider 政府. I have 苦しむd countless sleepless nights 予定 to the worry and 不確定 that the apartment results in.'

The 41-year-old teacher 追加するd: 'Contour have neglected the building and I feel are an incompetent 管理/経営 company. They do not care about leaseholders, t enants and the 評判 of Wharfside. Service 告発(する),告訴(する)/料金s last year 増加するd from £126 to £302 each month. This has 明白に been financially 手足を不自由にする/(物事を)損なうing.

'Leaseholders and tenants now have その上の 不確定 予定 to Stewart Milne going into liquidation. It is 不明瞭な who will 基金 remediation 作品. The 未来 looks uncertain and again leaseholders are the innocent 犠牲者s in all of this.'

While there are 賃貸し(する)s on all of the 132 所有物/資産/財産s, most of the 居住(者)s living on the 封鎖する are renters who also 発言する/表明するd 関心s to MailOnline about the cladding and other 解雇する/砲火/射撃-関係のある 問題/発行するs.

Oliver, 25, who 支払う/賃金s £660-a-month to rent with his wife, said: 'It's very 関心ing that it's not 存在 taken 本気で, and I think that's just one of 非常に/多数の 問題/発行するs that has happened with his 設立. From the 解雇する/砲火/射撃 safety 問題/発行するs, the smoke detectors going off all the time, the 解雇する/砲火/射撃 alarms, the mould that's never dealt with.

'Even just the simplest of 維持/整備 isn't getting dealt with several times, so they are not going to do something major if they won't do the minor stuff either. I've been here three years and it's 失望させるing.

'I think it's a hard 状況/情勢 to be in as a tenant and me and my wife we are only in our 20s, this is affordable for us. People, because of their 財政上の 状況/情勢, they won't move away, they will 肉親,親類d of just を取り引きする it when 現実に it is やめる serious and we shouldn't be in that position.'

Keta Babajana, who has two young children, eight and six, said the 欠如(する) of cladding and constant 解雇する/砲火/射撃 alarms going off was very 関心ing.

The mother-of-two, who was 妊娠している when the building first 始める,決める on 解雇する/砲火/射撃, said: 'It is [dangerous]. A lot of people are living here, so it is not a joke.

'They [kids] are crying every night, waking up and can't sleep, because of the 解雇する/砲火/射撃 alarms going off.

'We think it's a joke because a lot of times, almost nobody comes out, they just stand on the balcony or look through the windows then the 解雇する/砲火/射撃 engines come.'

Oliver Barton, 25, has been renting for a year with his wife Vicky, 28, and their daughter Claudia, four, said: 'ーに関して/ーの点でs of 解雇する/砲火/射撃, I am やめる lucky because I'm ex-軍隊s so I know how to get people out. I am やめる 確信して, but for everyone else I imagine it's やめる scary. Unfortunately, there's not a lot that does 脅す me anymore.

'I can imagine with everything that's gone on, it is not the best and you would 推定する/予想する these people want to 治療(薬) these things as soon as possible.

'At the end of the day, if someone has an 資産 and they don't look after it, they 推定する/予想する people to live in it, if they are not looking into why should we live it and 支払う/賃金 them the 料金s to 持続する the building when they are not.

'Going 支援する to it, I think it is very scary what could happen. The problem with all the 誤った alarms is I've noticed nobody really 避難させるs anymore and that is a problem. It's a bad combination.

'It's not an ideal 状況/情勢 [for families] but unfortunately not a lot of people have a choice. There aren't a lot of places to go.'

He 追加するd: 'It's not just the cladding. The 解雇する/砲火/射撃 alarms were going off literally every ten minutes at one point, 解雇する/砲火/射撃 旅団 were coming out every hour and they were the ones who have to turn it off because there's no one in the building on a rolling watch to turn it off.

'More recently, my wife, in the morning takes our daughter in the nursery, and when you go 負かす/撃墜する the stairs, in the last few days a homeless person has tailgated in or 設立する a code.

'Ever since January, I 港/避難所't seen a memb er of 安全, I believe there was one before, but there's no-one now.'

Dyma Hanley, 25, who has been renting for three years, said: 'It bothers you, you don't want to be building that's not 安全な and 安全な・保証する. It's not ideal with all the 解雇する/砲火/射撃 alarms going off when all that stuff is going on 同様に, because you don't know if it's serious or not, if it happens two or three times a day.

'It's not 安全な. If it's going off at 6am in the morning, I am going to work in an hour, I don't have time to keep going up and downstairs.

'It could be better, you look at it now, it's a bit rundown.'

工学 surveyor Jack Hankey, 25, who has been renting for just under three years, said: 'It's not 広大な/多数の/重要な, to be honest. I care about my own safety, but when I'm working away and my girlfriend's here, I do panic if she's going to be alright.

'I always do 二塁打, 3倍になる, quadruple check that nothing is going to 始める,決める the building on 解雇する/砲火/射撃 and I've not had that worry before.'

Jennifer でっちあげる,人を罪に陥れる, spokeswoman for the End Our Cladding (選挙などの)運動をする, said: 'Nearly seven years after Grenfell, it's 簡単に 容認できない that there are thousands of buildings across the country where the 政府 is just waiting for developers and building owners to get on with 'doing the 権利 thing'.

'Stewart Milne Homes was both the 初めの developer and building owner of Wharfside, so it was their 合法的な 責任/義務 to 直す/買収する,八百長をする all life-批判的な 解雇する/砲火/射撃 safety defects in these homes. There was 18 months between the passing of the Building Safety 行為/法令/行動する and when the company finally fell into 行政, yet in that time they continued to 立ち往生させる and their スパイ/執行官 明らかに tried to pass remediation costs の上に the leaseholders, which would be against the 法律.

'Before the 会社/堅い 崩壊(する)d, leaseholders had reached out to the 政府 for support, but they have been left to fend for themselves.'

Ms でっちあげる,人を罪に陥れる said Wharfside could now 適用する for 政府 基金ing for cladding remediation but the proc ess if 'exceptionally slow' and leaseholders should 推定する/予想する a very long wait until their homes are '安全な, sellable and insurable again'.

Ms でっちあげる,人を罪に陥れる continued: '政府 基金ing 計画/陰謀s also only cover cladding but do nothing to 直す/買収する,八百長をする any 非,不,無-cladding defects like the 不十分な 内部の compartmentation and 解雇する/砲火/射撃-stopping that 許すs 解雇する/砲火/射撃 to spread 速く.

'It's a bit like 直す/買収する,八百長をするing a car's broken accelerator pedal but leaving the 欠陥のある ブレーキs as they are - no one would think it was 許容できる to make a car half-安全な, so why does the 政府 think homes can be half-安全な?

'There needs to be 一貫した 政府 政策 to fully 保護する all innocent leaseholders from the costs of our 国家の building safety 危機 - not a game of luck depending on who their developer is.'

Stewart Milne Homes was put up for sale in April 2022 after its boss - who the 会社/堅い is 指名するd after - 発表するd his 退職.

An 初期の sale was 一時停止するd 予定 to '経済的な certainty' but it failed to attract a 買い手 when it was delisted in July last year.

The company has now entered 行政, leaving more than 200 労働者s without 職業s and homeowners 恐れるing the worst.

Data 解放(する)d by the Department for Levelling Up, 住宅 and Communities shows major housebuilders have made little 進歩 since Michael Gove 圧力d them to 調印する 'developer remediation 契約s' in March last year.

The 契約 強要するs developers to 査定する/(税金などを)課す buildings to identify life-脅すing safety 欠陥s such as flammable cladding and to 直す/買収する,八百長をする them 'as soon as reasonably practicable'.

Of the 1035 封鎖するs of flats in England where developers have agreed to 修理 life-危うくするing defects out of their own pockets, work has not yet begun on 737 (71%), によれば the 最新の DLUCH data which uses 人物/姿/数字s to October 2023.

Teneo, the 行政官/管理者 for Stewart Milne Homes, 拒絶する/低下するd to comment. Contour has been approached for comment.

A spokesperson for Contour 所有物/資産/財産 Services said: 'It is 残念な that Stewart Milne Group has gone into 行政. We agree with leaseholders that these 作品 should have been 完全にするd. We did everything we could to 圧力(をかける) for this and were working closely with Stewart Milne Group as the freeholder to 進歩 the cladding 除去. The 行政 creates a コンビナート/複合体 状況/情勢 and we will continue to do what we can to support leaseholders as we 調査/捜査する the 関わりあい/含蓄s of this.

'Whilst 追求するing the cladding 交替/補充, we 完全にするd other 解雇する/砲火/射撃 safety 作品 at Wharfside. Whilst we 認める that some of these have been 破壊的な, our number one 優先 is 確実にするing the safety of the building and everyone living there. We will continue to work with leaseholders as we understand the 選択s for this work and the 所有権 of the 広い地所 in the 未来. Whilst this happens, we have continued to 供給する services to 居住(者)s, にもかかわらず the 不確定, and have communicated with leaseholders what we have 設立するd to date.'
