Under the Hate 罪,犯罪 行為/法令/行動する, the threshold of 犯罪の 義務/負債 is not that a 犠牲者 feels 感情を害する/違反するd but that a reasonable person would consider the 悪党/犯人's 活動/戦闘 or speech to be 脅すing or abusive.
