When MailOnline visited the?struggling steel town of Port Talbot, South むちの跡s today, more than its 株 of 地元のs were seen on mobility scooters 運動ing through the shopping centre made up of vape shops, charity shops, betting shops, cafes and pubs.

Mother-of two 告訴する Newcombe, 66, said: 'I'm on PIP for a variety of serious health problems. People don't see what's wrong by looking at me and may think I'm swinging the lead.

'But I had to fill in a 45-page questionnaire, the DWP checked my 使用／適用 with my 外科医 and then （機の）カム to see me.

'How would a 保証人／証拠物件 system work? It would be 不公平な. I and a lot of other people depend on our 利益s for food, heating and electricity.

'But for people who are in need of 利益s, we are very fortunate to have the advantages that this country 申し込む／申し出s.

'Unless you have lived the life of a 無能にするd person, you can't say what they need. My mother is on PIP and she can't leave the house.

受取人s of personal independence 支払い（額）s (PIP) in the Merseyside borough of Knowsley said it was 'disgusting' they were preying on their ill-health.

Around 13,000 adults living there are する権利を与えるd to （人命などを）奪う，主張する PIP, the highest number in any 議会の 選挙区／有権者 in the UK.

'Liam can't work as he feels sick a lot of the time and 苦しむs from memory loss.

'He had a brain haemorraghe after 落ちるing suddenly ill.'

'Most of them need it but I'm sure a few just don't fancy getting out of bed to work.

'If you see someone using a 保証人／証拠物件 you'll know straight away if they are receiving disability 支払い（額）s.

'I have a friend who has bipolar and wants to work but can't. This would destroy him.

'It is going to make people who are off sick with mental health problems worse.

'People should get the money they are する権利を与えるd to. A lot of them have worked and paid into the system and now have to be on PIP.

'Everyone is different and has different needs. This 政策 doesn't account for that.'

However, Tamzin ツバメ, 18, a college student in Newcastle believes the system will help people who are on disability 利益s.

She said: 'The 保証人／証拠物件 may be helpful as it will go に向かって things people on disability 利益s need instead of just giving them money to spend on anything.

'There are people who take advantage of the system and it will make sure it is going に向かって what that money is supposed to be spent on.

'It will help some people get 支援する into work but it depends on the circumstances. Hopefully people can get tailored help.

'It will help people who do not know how to spend their money or who struggle with 予算ing.

'It will stop people from 乱用ing the system. The system is stigmatised because of people who 乱用 it and this will stamp that out.'

Dylan Browning, 18, a college student who lives in Newcastle said: 'The 保証人／証拠物件 system is a good idea.

'It will 削減（する） 負かす／撃墜する on people who are using 利益s because they want to indulge themselves in behaviour that is destructive for them.

'The 認める to make changes to their homes is a 広大な／多数の／重要な idea.

'There's a sociologist who said people who are 無能にするd are not 無能にするd by themselves but by society so that 認める will mean they can build their house around their needs, not have someone build it for them.'

Under the 現在の PIP (personal independence 支払い（額）s) 計画／陰謀, 受取人s could get up to £172 a week if they have illness, disability, or mental health problems.

The new 計画（する）s would instead bring in a system of 保証人／証拠物件s for 改良s or one-off 認めるs for home adaptations or 高くつく／犠牲の大きい 器具／備品.

Charlene Miller, 44, has to look after her nine-year-old daughter who has two illnesses and she says that the 提案するd 保証人／証拠物件 system would not help her.

She explained: 'I've just heard it and that's not good.

'In my 状況／情勢, my daughter has two illnesses - I only get covered for one.

'Where hospital 任命s, food, anything she needs so I can't see that working - 特に if you don't 運動.

'It's going to make my life difficult as I have to go to and from school if her insulin comes out.

'How is that 保証人／証拠物件 going to help me.'

Mr Stride today 示唆するd that some people who were labelled as having 'serious mental health 条件s' were 簡単に struggling with 'the 肉親，親類d of ups and 負かす／撃墜するs of life that is part of the human 条件'.

Charlene worries about what the 保証人／証拠物件s will cover and 嫌疑者，容疑者／疑うs some things may be forgotten.

She said: 'What about taxi fare money, shopping money, or the things she needs at home and gas and electric.

'That's more work.

'It's already 複雑にするd as it is. '

Another Winston Green 国民 explained that the new idea may make it difficult for people in the 地元の area to have a good 質 of life.

物陰／風下 Bilston, 32, said: 'The new 計画（する）s, in all honesty, are やめる disgusting.

'It takes away what dignity people on disabilities have.

'They're already in a predicament that they can't help and to 制限する money on what can bring them joy is appalling.

'It's going to make their lives harder. It's going to make mental health 問題／発行するs worse.

'Already trying to 対処する with a disability is hard. Another 制限 will just 追加する to that.

'I think it's come around as an 控訴，上告 to the more extreme of the far 権利.

'He's [Rishi Sunak] just doing what he can to 控訴，上告 to anyone that he can try and get a 投票（する） from.

一方／合間, NHS data published earlier this month 設立する that almost a third (32.2 per cent) of 患者s were waiting more than the 18-week （判断の）基準 to start mental health 治療 in February, with 8 per cent waiting almost a year.

Sir Keir Starmer branded the 提案するd changes 'わずかに farcical'.

'The 原則 that those that can work should work is the 権利 原則 and that's why I have long supported 改革（する）. I'm very keen on the 計画／陰謀s that support people 支援する into work,' the 労働 leader said.

Sir Keir said many people want to work and need support to do so, but that waiting 名簿（に載せる）／表（にあげる）s to get that support are keeping people out of the workplace.

Sir Keir said: 'The 計画／陰謀 they now say isn't working is their 計画／陰謀. They designed it and put it in place and now 14 years later they say it's not working so there's an element of farce to it but 明白に we'll look at the 詳細（に述べる）s when they come.'

In an interview with The Times, Mr Stride 示唆するd this would mean people with 'milder mental health 条件s' would no longer receive 財政上の support.

But 労働's Ellie Reeves told?Sky News the 政府 計画（する）s were 'a 協議 rather than 現実に any 会社／堅い 提案s to get to 支配するs with this 問題／発行する, which has happened on their watch'.

The three 重要な changes 始める，決める to be 含むd in the Green Paper are:

• changing PIP 適格（性） 基準 to better 反映する how 条件s 影響する／感情 a claimant's daily life;
• making the PIP 査定／評価 more closely linked to someone's 条件, 含むing 除去するing 査定／評価s 完全に for some 条件s supported by 医療の 証拠;
• moving away from a 直す／買収する，八百長をするd cash 利益 for some 条件s, 供給するing either one-off 認めるs for 明確な／細部 costs such as home adaptation, or 確実にするing 接近 to '代案／選択肢 means of support'.

Sunak said Monday's Green Paper 示すd 'the next 一時期／支部 of our 福利事業 改革（する）s' that would make the 利益s system 'fairer to the taxpayer, better 的d to individual needs and harder to 偉業／利用する'.

He said: 'It's （疑いを）晴らす that our disability 利益s system isn't working in the way it was ーするつもりであるd, and we're 決定するd to 改革（する） it to 確実にする it's 維持できる for the 未来, so we can continue 配達するing support to those who genuinely need it most.'

The 総理大臣 発表するd his 計画（する）s for a 厳重取締 on 利益s today ahead of a 予報するd bruising week for the Tories in the?地元の 選挙s?on Thursday.

A 政府 source said the 改革（する）s were not about 'making the safety 逮捕する いっそう少なく generous, but PIP is a blunt and ますます unsustainable 利益'.? ?

Mr Sunak gave a major speech earlier this month in which he 誓約（する）d to 割れ目 負かす／撃墜する on the country's 'sick 公式文書，認める culture', 主張するing normal 'life worries' are not a 推論する／理由 to be 調印するd off.

The 計画（する）s will be 現在のd to the House of ありふれたs tomorrow by the Work and 年金s 長官 Mel Stride. The 提案s in a green paper will then go out for 協議.?

Within them it will 示唆する those who have long-称する，呼ぶ／期間／用語 serious 条件s should not be 再評価するd for PIP.?

A 政府 source told The Telegraph: 'By the end of the １０年間 the 法案 will have more than 二塁打d since Covid, to over £30 billion. So we need a proper conversation about whether the 現在の approach is best supporting the rising caseload, 特に those with mental health 条件s.

'We 借りがある it to those who need the help the most to 確実にする the system is 維持できる and working for them, 含むing by 供給するing extra support for those with the most 厳しい 条件s.'

The system was introduced in April 2013 and in the first year, £7.5million was dished out to people for 苦悩 or depressive disorders.

It is ーするつもりであるd to help people living with long-称する，呼ぶ／期間／用語 illness, disability or mental health 条件s to live a more 独立した・無所属 life, by covering extra costs that their 病気 背負い込むs.

Mr Sunak 強調する／ストレスd earlier this month he did not want to make the system いっそう少なく generous for those who genuinely needed support, but would not 'let 負かす／撃墜する' Brits by 辞退するing to 取り組む the 問題／発行する for 恐れる of '原因（となる）ing offence'.

'The 状況／情勢 as it is is economically unsustainable,' he said. 'We can't afford such a spiralling 増加する in the 福利事業 法案.'

PIP is 目的（とする）d at helping with extra living costs if someone has a long-称する，呼ぶ／期間／用語 physical or mental health 条件 or disability, and has difficulty doing 確かな everyday 仕事s or getting around because of that.

But Mr Sunak said that since 2019, the number of people （人命などを）奪う，主張するing PIP 特記する／引用するing 苦悩 or 不景気 as their main 条件 has 二塁打d, and it is 'not （疑いを）晴らす they have the same degree of 増加するd living costs as those with physical 条件s'.

He 述べるd the system as 存在 '土台を崩すd' as people are 'asked to make subjective and unverifiable （人命などを）奪う，主張するs about their 能力'.

'We all have challenges in our life,' he told BBC 無線で通信する 4's Today programme.

'Work 存在 権利 at the centre o f people's lives is something that is really good for mental health.'?
