A 罪人／有罪を宣告するd 夜盗，押し込み強盗 who was left 車椅子 bound and 'unable to work'?after 存在 stabbed 16 times whilst working in a 刑務所，拘置所 canteen is 告訴するing the 省 of 司法（官） for a 大規模な £5million in 補償（金）.

But 政府 lawyers say that because 夜盗，押し込み強盗 Steven Wilson, 36, had 'next to no history' of having earned an honest penny in his life, he should not get the millions he is （人命などを）奪う，主張するing.

Wilson 苦しむd 傷害s 含むing a torn 肝臓, fractured spine and lacerated spinal cord when 罪人／有罪を宣告するd 殺害者 Patrick Chandler attacked him 'out-of-the-blue' in July 2018 with a nine-インチ knife whilst they both worked in the kitchen at HMP Chelmsford.

He later 告訴するd, （人命などを）奪う，主張するing the MoJ failed to adequately 査定する／（税金などを）課す whether violent lifer Chandler was 安全な for kitchen work, given the 適切な時期 to 接近 to knives and sharp items.

The 省 of 司法（官） 認める 義務／負債 for the attack and agree that Wilson is 予定 補償（金）.

But its lawyers say that, because he had a 20-year 前科, with 'next to no history' of having earned an honest penny, a £5million payout would be 'out of （許可，名誉などを）与える with what society would perceive as 存在 reasonable'.

Sitting at the High 法廷，裁判所 last week, 裁判官 Melissa Clarke was told that Wilson, of Clacton-on -Sea, Essex, was on 再拘留（者） for an 悪化させるd 押し込み強盗 - of which he was later 罪人／有罪を宣告するd - when he was attacked by Chandler.

At the ti me, his 攻撃者 was only 24 days into a life 宣告，判決, 課すd for the 残虐な knife 殺人 of John Comer, 45, in Lawford, Essex, in December 2017.

The 以前は 'fit and fearless' Wilson 解任するd Chandler 'looking at him strangely' before he 攻撃するd out, as if he was 'looking straight through him'.

He was stabbed to the stomach with such 軍隊 that it 解除するd him off the ground, but 生き残るd with a 範囲 of 厳しい 傷害s.

Chandler later 認める 試みる／企てるing to 殺人 Wilson and received an 付加 life 宣告，判決 and 10-year 最小限 称する，呼ぶ／期間／用語 in November 2018.

Chandler's 全体にわたる 危険 率ing had been 査定する／（税金などを）課すd by the MoJ as 'medium', 法廷，裁判所 文書s 公表する／暴露するd, にもかかわらず two weeks before the attack him having 恐らく told his 監督者 that 'he had fantasised about 暴力／激しさ and what he was going to do to people and about making 武器s'.

The MoJ has since 認める 義務／負債 for the attack, but is fighting in 法廷，裁判所 over the 量 in 補償（金） Wilson should get.

His barrister, Giles Mooney KC, told the 裁判官 that, once off the operating （米）棚上げする／（英）提議する, he was 扱う／治療するd in hospital for over two months and had to use a 車椅子.

He now needs a stick to get around, is 疫病／悩ますd by chronic 苦痛 and cannot work 予定 to the 遺産／遺物 of his attack, his lawyers say.

Giving 証拠, Wilson told the 裁判官: 'I went in there a perfectly fit young man and （機の）カム out in a 車椅子'.

He said he is still haunted by the attack, has a 深い horror of knives and now tries to 避ける going into the kitchen at all times.

'When I see knives I feel 冷淡な,' he said from the 証言，証人／目撃する box. 'You don't understand the 冷気／寒がらせる I get when I see a knife.

'I can't be in a kitchen or around knives because it reminds me of the attack.'

His ordeal also 誘発する／引き起こすd flashbacks, PTSD, and nightmares, he said, telling the 法廷，裁判所: 'when I （機の）カム out I kept seeing this man.

'I knew that he was behind 妨げる／法廷，弁護士業s but I kept seeing him, I had dreams that he was chasing me and I'd wake up in a pool of sweat.'

But although the MOJ has 認める it must 支払う／賃金 補償（金）, it is hotly contesting the level of the payout which Mr Wilson is 予定, given his past.

'While the 被告 受託するs the claimant must be 補償するd for his 傷害s, that 補償（金） must be fair, reasonable and just,' said MoJ barrister, Richard Wheeler KC.

He said Wilson had a 非常に長い 前科, 含むing offences 伴う／関わるing 犯罪の 損失, 窃盗, 運動ing, 違反 of community orders and 暴力／激しさ.

His （人命などを）奪う，主張する for lost 未来 income of £365,000 was also far too much, given there is 'next to no history of 合法的 収入s in his life,' he 追加するd.

Although he had at one point （人命などを）奪う，主張するd to have earned £800-a-week 事前の to going to 刑務所，拘置所, he had put 今後 'no 証拠' of how he did this, said the barrister.

'Whilst the claimant does not 持続する that 人物／姿／数字 in his schedule of loss, he does 追求する a （人命などを）奪う，主張する for past and 未来 loss of 収入s of £25,000 per 年 甚だしい／１２ダース, 量ing to a 逮捕する loss of 収入s （人命などを）奪う，主張する of some £365,000. This is an unrealistic （人命などを）奪う，主張する and is 否定するd.

'The 被告 服従させる／提出するs the claimant's background is 関連した to the 査定／評価 of 損害賠償金 and to the balance to be struck between 達成するing fair 補償（金） for the claimant, whilst 達成するing an 結果 which is not out of （許可，名誉などを）与える with what society would perceive as 存在 reasonable given the claimant's background and lifestyle before the 強襲，強姦.'

At the time of the attack, Wilson was on 再拘留（者） for an 悪化させるd 押し込み強盗, for which he was later 宣告，判決d to six-and-a-half years' 監禁，拘置.

The MoJ is also arguing that Wilson has made 改良s in his 条件 since the attack and so does not need the level of care going 今後 that he （人命などを）奪う，主張するs.

Mr Mooney however 主張するd that the MoJ has '本気で undervalued' the （人命などを）奪う，主張する and that he deserves the payout he is 捜し出すing.

'It is 完全に 受託するd that Mr Wilson had a somewhat troubled and 犯罪の past 事前の to the attack on him,' he told the 裁判官.

'However, the attack has left him with very serious 傷害s . He has 広範囲にわたる care, 治療力のある and accommodation needs.'
