Do cyclists have to follow 速度(を上げる) 限界s?

While 運転者s are 要求するd by 法律 to 従う with all 速度(を上げる) 限界s on 調印するs with red circles, the 支配するs are not so straightforward for cyclists.

The Road Traffic 行為/法令/行動する 明示するs that 速度(を上げる) 制限s advertised only 適用する to 'mechanically propelled 乗り物s' with speedometers so drivers are able to identify how 急速な/放蕩な they are travelling.
