首相 League clubs have agreed in 原則 to a 提案するd 'salary cap' designed to stop the 最高の-rich 支配するing everyone else.

まっただ中に 関心s over the 広げるing 湾 between the 財政上の '有産国' and 'have nots' in England's 最高の，を越す flight, 計画（する）s to introduce 支配（する）／統制するs on squad costs and 持続する 競争の激しい balance have been 投票（する）d on.

In a new 国民投票, three clubs 投票（する）d against the 提案s to 16, with one 味方する 棄権するing their 投票（する） in London on Monday.

It is the first time ever a cap would be introduced to the 首相 League, and the 投票（する） will now go to an 年次の General 会合 (AGM) before it is 潜在的に passed.?

But how would they work, who is …に反対するd to the idea and would it make much difference? Mail Sport has everything you need to know here.

What are the 関心s 運動ing all this?

Fundamentally, a worry that the 首相 League isn't very 競争の激しい and can only be won by a handful of 豊富な and 井戸／弁護士席-資源d clubs with the 残り／休憩（する） making up the numbers.

We've seen Manchester City 勝利，勝つ three 連続した 肩書を与えるs having spent large sums on 星／主役にする players, while Chelsea splashed out over £1billion on new 調印s after Todd Boehly bought them.

For the 首相 League to 持続する its 抱擁する 控訴，上告 all over the world, matches need to be 競争の激しい with a feeling anyone can （警官の）巡回区域，受持ち区域 anyone.

Hence the 提案s for the league's first 直す／買収する，八百長をするd cap on spending.

How would it all work?

The 原則 is based on '錨，総合司会者ing' and would 限界 the 量 of money any club can 投資する in their squad.

It would be tied to a 多重の of what the lowest earners receive from the 首相 League's centralised broadcast and 商業の 取引，協定s.

When the idea was first 示唆するd last year, the 提案するd multipl e was a factor of 4.5 from that 人物／姿／数字.

What type of sums are we talking then?

Based on last season, the 重要な 人物／姿／数字 would be the £103.6million that Southampton - the 底（に届く） club - earned from TV and 商業の 歳入s.

That would then be multiplied by whatever 量 is agreed on and everyone else would have to keep their 給料, amortised 移転 料金s and 支払い（額）s to スパイ／執行官s below that 人物／姿／数字.

If working on a factor of five, the cap would be £518m.

Chelsea had an 概算の squad cost of £539m last season, putting them above this cap. Man City, on about £501m, would just こそこそ動く underneath.

Chelsea would have to keep a tight rein on their spending if the new 制限s （機の）カム in

The other clubs would have a little more wriggle room but the 重要な would be the 多重の decided upon.

A factor of 4.5, as football 財政／金融 専門家 Kieran Maguire points out, would see Chelsea and City needing to 減ずる their squad spending and others keeping a very watchful 注目する，もくろむ.

There also remains a 審議 over which 人物／姿／数字 to use as the base - should it be total TV income or just the 国内の 取引，協定? All this needs to be thrashed out yet.

How does this relate to the Profitability and Sustainability 支配するs [PSR] we hear so much about?

Why now?< /p>

What happens if a club breaks the salary cap?

PSR has been shown to have some teeth with the points deductions but looks like 存在 short-lived.

But as Mail Sport 明らかにする／漏らすd, one 提案 is for a '高級な 税金' which would see clubs 罰金d should they spend more than permitted rather than having points taken away.

However, it is thought the 'ultimate 許可／制裁' of a points deduction would remain as a deterrent should anyone show a 露骨な／あからさまの 無視（する） for the new system.

Manchester City are 推定する／予想するd to …に反対する the 提案s 完全に and it is understood Manchester 部隊d also 堅固に …に反対する the cap.

Chelsea have also 表明するd their 関心s with one argument from these big clubs 存在 it is 潜在的に a 違反 of UK 競争 法律.

The Times 示唆する Ineos and Sir Jim Ratcliffe, new part-owners of 部隊d, are 関心d that the salary cap would put 首相 League clubs at a disadvantage compared to European 競争相手s.

Spain's LaLiga does have its own 見解／翻訳／版 of a spending cap.

What will today's 投票（する） mean?

Earlier this month, the clubs 全員一致で 支援するd a 提案 to 進歩 会談 on the squad cost 支配するs with a 見解（をとる） to finalising them at the June AGM.

Now the 首相 league has asked the clubs to 支援する these 提案s in 原則, with the 投票（する） passing by 16 to three, with one 棄権.
