This week's 明言する/公表する 年金 rise was 法案d as one of the biggest ever seen. But Money Mail can 明らかにする/漏らす that いっそう少なく than a third of pensioners were given?the 十分な 8.5 per cent 増加する on their entire incomes.

Two in three ? as many as eight million pensioners - received a smaller?増加する to their payouts this year.?

This is 予定 to little-known 支配するs that penalise older pensioners?most and that have been branded '不公平な' by a former 年金s 大臣.

In the worst 事例/患者s, pensioners have been short-changed by more than £192 a year.

The 3倍になる lock, which 確実にするs the 明言する/公表する 年金 rises each year, has long been 支持する/優勝者d as a 核心 tenet in the Tory party manifesto and one that the 治める/統治する ment has proudly said will 保護する the incomes of all pensioners.

The 誓約(する) 保証(人)s that the 核心 part of the 明言する/公表する 年金 rises by the highest of インフレーション, 行う growth or 2.5 per cent each April.

This year, the 3倍になる lock meant that the 明言する/公表する 年金 rose by the 率 of 行う growth, which was 8.5 per cent. This 代表するs the second largest rise since the 機械装置 was introduced in 2010.

The bumper rise was 推定する/予想するd to 供給する a much-needed 上げる to retired 世帯s に引き続いて a period of high インフレーション.

But 遺産/遺物 支配するs mean that 確かな parts of the 明言する/公表する 年金 支払い(額) predominantly received by older retirees are not bound by the 3倍になる lock and instead rise by インフレーション each year.


This year's インフレーション 人物/姿/数字, 6.7 per cent, is lower than the 3倍になる lock rise of 8.5 per cent. This means that more than eight million pensioners out of 12 million?have been left short on a 部分 of their 明言する/公表する 年金.

Older pensioners will be left most out of pocket this year as a result, 警告するs former 年金s 大臣 Baroness Ros Altmann. This is because they are most likely to receive parts of the 明言する/公表する 年金 that are not covered by the 3倍になる lock.

She says there will be many people who are left 混乱させるd by this week's rise.

'The 3倍になる lock is a political trick which is meant to be 政治家,政治屋s' shorthand for 説 we will look after pensioners and the 政府 gets away with it because it is 複雑にするd and outdated,' she says. 'It gives the biggest rises to the youngest pensioners, which is the wrong way 一連の会議、交渉/完成する.

'It's long 延滞の that we review how we 保護する pensioners, and 特に the oldest who tend to be poorer and need it the most.'

By 否定するing the 十分な 増加する to pensioners, the 政府 will save more than £350million, 分析 of 公式の/役人 data has 設立する.

What does the 3倍になる lock 約束?

The 3倍になる lock 適用するs to the 核心 part of the 明言する/公表する 年金, which is based on how many years of 国家の 保険 出資/貢献s you have made.

It has been in place for more than a 10年間 and the 保守的な 政府 has 誓約(する)d to 持続する the 支配するs, should it 勝利,勝つ the next General 選挙. 労働 has hinted that it is likely to commit to the same 政策.

On Monday, the 3倍になる lock meant that the new 明言する/公表する 年金 ― paid to those who reached 年金 age after 2016 ― 増加するd by £902.20 a year to £11,502.40, or £221.20 a week.

It also 押し進めるd up the basic 明言する/公表する 年金 ? paid to those who reached 年金 age before 2016 ? from £156.20 to £169.50. This equates to £8,814 a year.

So which parts of the 明言する/公表する 年金 were 除外するd????

The old 明言する/公表する 年金, which is paid to those who reached 年金 age before 2016, was 構成するd of two parts.?

The first is the basic 明言する/公表する 年金, where your NI 記録,記録的な/記録する 決定するd how much income you would get. The second is called '付加 明言する/公表する 年金', which took into account your 収入s and whether you (人命などを)奪う,主張するd 利益s.

The 3倍になる lock only 適用するs to the basic 明言する/公表する 年金 but not to the 付加 明言する/公表する 年金 element.

Most pensioners who retired before 2016 on the old 明言する/公表する 年金 built up entitlement to this 付加 収入s-関係のある element of the 明言する/公表する 年金. It is this part of the 支払い(額) that will only ever rise by インフレーション.

This means it will 増加する by 6.7 per cent, September's 率 of 年次の インフレーション, and not 8.5 per cent.

For years this 付加 element was called 'Serps' (明言する/公表する 収入s-関係のある 年金 計画/陰謀). It later became the 明言する/公表する Second 年金 (S2P).

For some, Serps makes up more than half of their 明言する/公表する 年金. Some people receive as much as the 十分な basic 年金 of £169.50 a week 加える a 最大限 Serps 年金 of £185.90 a week.

Of the 7.6 million pensioners receiving Serps the 普通の/平均(する) person gets £2,542.25 a year ? or £48.90 a week, によれば 分析 of 公式の/役人 人物/姿/数字s.

Anyone who receives the 卒業生(する)d 退職 利益, a previous 見解/翻訳/版 of 収入s-関係のある 明言する/公表する 年金 最高の,を越す-up that operated between 1961 and 1975, will also receive only?an インフレーション-linked 増加する to this 構成要素 of their income.

The 最大限 付加 明言する/公表する 年金 you can receive in the 2023/24 税金 year is £204.68 a week. This 含むs any entitlement you might have to both Serps and S2P, and any 付加 明言する/公表する 年金 you might 相続する from a spouse.

Someone receiving the 最大限 付加 明言する/公表する 年金 last year would now be £192 a year better off if their whole 明言する/公表する 年金 had risen under the 3倍になる lock 率 of 8.5 per cent this year.

Is anyone on the new 明言する/公表する 年金 影響する/感情d??

Retirees who 選ぶd to receive an 大きくするd 明言する/公表する 年金 by deferring when they 攻撃する,衝突する 明言する/公表する 年金 age will also lose out. This 適用するs whether you deferred under the old or new 明言する/公表する 年金.?

You can 延期する your 明言する/公表する 年金 by a 最小限 of nine weeks and get more m oney when it begins. Under the system in place since 2016, your 週刊誌 income rises by 1 per cent for every nine weeks you defer, which 追加するs up to 5.8 per cent for every year you 押し進める it 支援する.

Because the deferred 支払い(額)s rise with インフレーション rather than the 3倍になる lock, pensioners will 行方不明になる out on an extra £11 for every year they 押し進めるd it 支援する.

When the new 明言する/公表する 年金 was introduced in 2016, there are some pensioners who would have been better off under the old system. This is because they would have benefitted from the likes of Serps.

To 確実にする that they did not lose out under the new system, these old entitlements were '保護するd'. These '保護するd 支払い(額)s' 最高の,を越す up the new 明言する/公表する 年金 to the position they would have been in under the old 明言する/公表する 年金.

However, these 保護するd 支払い(額)s are also not 保護するd by the 3倍になる lock, によれば Steve Webb, also a former 年金s 大臣 and now partner at consultancy LCP.

This is the first time in three years that the quirk in the 3倍になる lock 支配するs means that pensioners have been shortchanged. For the past two years, the 明言する/公表する 年金 has 増加するd by インフレーション and therefore all elements have risen in tandem.?

'I'm furious my 年金 won't rise by the 十分な 量'

David Salisbury, from Northampton, was surprised and 混乱させるd to see that his 年金 would rise by いっそう少なく than the 広範囲にわたって advertised 率 when he received a 声明 about the 増加する a couple of weeks ago.

Rather than 増加するing by the 十分な 8.5 per cent, his 年金 will grow by 8.18per cent, he says.

This is because the 69-year-old, who receives the new 明言する/公表する 年金, also gets a 'prote cted 支払い(額)' on 最高の,を越す. This 部分 will rise by just 6.7 per cent, rather than the 十分な 8.5 per cent.

Had his entire 年金 増加するd by the 十分な 量, he would be £40 a year better off.

He says: 'I'm not 行方不明の out on a fortune but it's the 原則 of it and 構内/化合物 利益/興味 means that over the years I will be poorer and poorer.

'政治家,政治屋s have been 高度に 誤って導くing and are letting us 負かす/撃墜する by 存在 so penny pinching.

'It is 不公平な that our entire 明言する/公表する 年金s aren't 増加するing by the 量 they are proudly waffling on about. 政治家,政治屋s are not 存在 straight 今後 and honest with people.'?

It's a 二塁打 blow for pensioners like David,?who were snubbed during the 政府's 最近の 税金 削減(する)s.?

However, the 税金 削減(する)s, which are 価値(がある) a 集団の/共同の £900 for the 普通の/平均(する) 労働者, will not help pensioners because they do not 支払う/賃金 国家の 保険.

Baroness Altmann says: 'Pensioners may 井戸/弁護士席 feel that things are 焦点(を合わせる)d against them rather than for them at the moment.'

Many pensioners also 直面する a growing 税金 重荷(を負わせる). More than half a million pensioners will be 攻撃する,衝突する with 所得税 法案s for the first time since retiring after the 明言する/公表する 年金 rose on Monday.?

'And over the next four years, up to 1.6 million more pensioners will be 支払う/賃金ing 所得税 as a result of the 政府's stealth 税金 heist, によれば 予測(する)s from the House of ありふれたs Library.
