The British scientist who (人命などを)奪う,主張するs Sandy could have been 避けるd with car tyres
- Professor Stephen Salter's 発明 would 冷静な/正味の the ocean's surface to stop deadly ハリケーンs from forming
- Structures built from used car tyres would form wave-力/強力にするd pumps that would mix the warm surface waters with cooler waters below
The 荒廃 wrought by ハリケーン Sandy could have been 避けるd by a simple but ingenious 科学(工学)技術 made from old car tyres, Britain's 主要な 海洋 engineer (人命などを)奪う,主張するs.
Thousands of car tyres 攻撃するd together to support tubes 延長するing 深い into the ocean could 回避する ハリケーンs, says Stephen Salter, emeritus professor of 工学 design at Edinburgh University.
With the 支援 of Microsoft 億万長者s 法案 Gates and Nathan Myhrvold's company 知識人 投機・賭けるs, he has 特許d the idea but says その上の 基金ing is 緊急に needed to 研究 the 計画/陰謀.

The Inlet section of 大西洋 City, New Jersey, as ハリケーン Sandy struck the U.S. last week: The 抱擁する 嵐/襲撃する wrought 荒廃 across the Caribbean and the east coast of the U.S.
ハリケーンs are areas of 激しい low 圧力 that form over warm ocean waters. The source of their energy is water vapour which evaporates from the ocean surfaces, fuelling the 嵐/襲撃する with the latent heat of condensation.
The いわゆる 'Salter 沈む' harnesses wave 力/強力にする to in 影響 動かす up the ocean, bringing cooler water from below stopping the surface from reaching the 肉親,親類d of 気温s that 原因(となる) the most 破滅的な ハリケーンs.
It 作品 as a wave-力/強力にするd pump, with the ocean swell 押し進めるing hot water into the 最高の,を越す of the cylinder, with gravity then 押し進めるing that water 負かす/撃墜する as far as 200m where it mixes with the 冷静な/正味の 深い.
Over time, this 活動/戦闘 mixes the ocean waters bringing surface 気温s 負かす/撃墜する and 少なくなるing the 可能性のある for a 破滅的な ハリケーン to form.
How it 作品: A (犯罪の)一味 80-100 メーターs across floats on an 議会 of discarded tires, 攻撃するd together and filled with a buoyant 実体, such as 泡,激怒することd 固める/コンクリート
Harnessing wave 力/強力にする: The surface of the (犯罪の)一味 rises a メーター or so above the sea level. Ocean swells passing over the structure fill it with warm surface water
Mixing up the oceans: A tube connected to the inside of the (犯罪の)一味 沈むs 50-300 メーターs to the cooler water below. 徐々に the tube fills with warm water, which drains out the 底(に届く). It has a 次第に減少するd profile to 加速する the velocity of the flow and to 改善する mixing of the warm exhaust water with the colder water at depth
知識人 投機・賭けるs 示唆するs 沈むs 範囲ing from 10m to 100m in 直径 could 潜在的に 除去する heat from the surface of the ocean at gigwatt 率s.
Professor Salter told the 観察者/傍聴者 that harnessing energy from waves to 冷静な/正味の the ocean to makes 生態学の sense. The pumps would be placed in 'ハリケーン alley', the 地域 of the 大西洋 around the 赤道 where the worst 嵐/襲撃するs form.
The 沈むs would have to be put in place months before the beginning of the ハリケーン season in late spring, and retrieved just before the major 嵐/襲撃するs arrive - but by then their 職業 should be done.
'It may take thousands of these to 保護する America’s 湾 地域 (for example) but we 見積(る) the cost would be much lower than the 損失 原因(となる)d by one of these 嵐/襲撃するs,' 知識人 投機・賭けるs says on its website.
Professor Salter 追加するd that he 見積(る)s 150-450 of the structures would be needed to 抑える the 形式 of deadly ハリケーンs. 'They would drift around and send out レーダ signals so that no one would 衝突する/食い違う with them,' he told the 観察者/傍聴者.
'ハリケーン alley' is a (土地などの)細長い一片 within the 大西洋 Ocean where sea surface 気温s reach 28 °C (82 °F) or higher in late spring and summer (shown in orange for May 2003). The 地域 that 燃料s 熱帯の 嵐/襲撃するs and ハリケーンs 転換s 毎年 but always stretches from east Africa to the Caribbean and the 湾 of Mexico
Professor Salter first (機の)カム up with the idea after seeing the 損失 and 苦しむing 原因(となる)d in New Orleans by ハリケーン Katrina and first 現在のd it to the U.S. 政府 in 2007.
The U.S is prioritising 研究 into ハリケーン 鎮圧, with seven of the 10 deadliest ハリケーンs to 攻撃する,衝突する that country having struck since 2004.
At the 最新の 見積(る)s, ハリケーン Sandy has 原因(となる)d a total of $30billion (£19billion), with the 経済的な costs of ハリケーンs in the U.S. and Caribbean since 2002 clocking in at a phenomenal $200billion (£125billion).
Professor Salter (人命などを)奪う,主張するs the mechanics of his 科学(工学)技術 has been proven, but says 研究 基金ing is 緊急に needed to 調査/捜査する the 生態学の 影響s it might have.
Although he has written to the UK 政府's 長,指導者 科学の officer, British 公式の/役人s have 以前 shied away from 基金ing 研究 into his 海洋 科学(工学)技術s.
In 1982 he invented the idea of a mechanical 装置 that could (頭が)ひょいと動く up and 負かす/撃墜する on the ocean 生成するing electricity, but the 政府 subsequently shut the UK Wave Energy programme (人命などを)奪う,主張するing it was too expensive.
It later 現れるd that civil servants from the energy department's 核の 力/強力にする 分割 had 'miscalculated' by a factor o f 10 the cost of energy 生産/産物 from Professor Salter's 装置.
It has been (人命などを)奪う,主張するd that 決定/判定勝ち(する) may have 始める,決める 支援する British wave energy 研究 by 20 years.
